Sr Manager Technology Portfolio - Technology Risk Transformation

Job Summary
The Technology Portfolio Senior Manager for Technology Risk Transformation will support the lifecycle of their Domain's large portfolios, leading project-level reviews, optimizing standards, identifying areas for improvement, reporting analysis, and leading a team consisting of Program Managers, Project Managers and Project Coordinators. The Technology Portfolio Manager will interface with Senior leaders across Technology, Enterprise Security and Enterprise Risk to advise on Domain portfolios, define KPIs and create roadmaps for Domain-wide operations and ultimately ensure the ongoing monitoring and integrity of the Domain's portfolio. The Technology Portfolio Manager is responsible for building and maturing the Portfolio Delivery capability that can scale to deliver multiple projects effectively. This includes helping to identify both the organizational structure and skills necessary to support at-scale delivery, as well as maturing the processes and training required to ensure consistent, repeatable outcomes across all project management initiatives. Beyond projects, overseeing the portfolio will also include assisting with, driving, and providing oversight of the Domain's operational activities. This will include but not limited to production management, technology controls, and overall budgeting thus acting as a "Chief of Staff" for the Domain Leader.

Position Responsibilities:
Portfolio Management and Strategy
  • Oversees all domain program initiatives with moderate to high scope and complexity.
  • Uses metrics and data visualization effectively to report portfolio performance and support decision-making at the project team and domain level.
  • Manages day-to-day portfolio activities and establishes working plans for each project phase.
  • Facilitates project reviews and checkpoint meetings.
  • Analyzes key performance indicators to produce reports on portfolio and projects.
  • Escalates issues that threaten portfolio and project success to Senior Management.
  • Manages project team structure and governance for each initiative, ensuring adequate and accountable resources to deliver successful outcomes.
  • Ensures proper oversight for scope, schedule and resources on each project or program in assigned portfolio.
  • Identifies and leads special projects to improve efficiency and reduce operational risk.
  • Develops appropriate communication strategies and secures commitment for program/project decisions; guides program teams to communicate solution vision and priorities.
  • Partners closely with the Technology Strategy and Planning team and other Portfolio Managers to ensure the strategic opportunities in the assigned domain align with the overall Technology portfolio strategy.
Delivery Planning and Oversight
  • Develops and implements project management methodologies and best practices to build on the project management teams skills and abilities.
  • Contributes to the establishment of common practices, tools and templates for portfolio and project management and ensures adherence to company and legal standards.
  • Develops, analyzes, and updates metrics to assess overall portfolio performance and effectiveness.
  • Drives and influences program alignment and success through monitoring program, industry, functional or technology trends; incorporate emerging business and consumer trends into applicable programs.
  • Understands customer journeys to guide the delivery of business outcomes.
  • Identifies and manages interdependencies within projects and programs.
  • Works with senior leaders to evolve culture and organizational behavior, elevating the project management practice into a strategic practice.
  • Guides communities of practice and project community forums to address ongoing needs for the project professional community; supports the execution of ongoing efforts to improve project delivery across Technology.
Financial / Risk Control
  • Generates reports, including portfolio status as well as domain level financial and regulatory reporting. Manages internal and external risk associated with these activities.
  • Manages compliance with documented policies and procedures. Perform controls intended to mitigate risk and facilitate testing of those controls and other processes.
  • Provides financial governance and discipline at both the project and portfolio level to ensure budget is adequate and planned for effective delivery before initiation, and that costs are effectively tracked and forecasting throughout.
  • Provides oversight and drives overall operational budget discussions with finance on behalf of the Domain leader.
  • Monitor, oversee, and drive technology risk and control initiatives.
Leadership
  • Leads, coaches, and mentors project management teams that span the domain.
  • Consults on the use of project management tools.
  • Arbitrates and resolves conflict within the project when necessary.
  • Leads project/program teams to identify measurable business value to ensure metrics are gathered and business objectives are realized.
  • Leads project/program team to continually focus on business strategy, vision and prioritizes based on delivery of business value.
  • Manages and develops team cultivating a spirit of one team with shared goals and objectives.
  • Selects, motivates, and retains high performing talent.
  • Works across the organization on overall operating model effectiveness.
  • Assists the Domain leader with communications and reporting of key updates (e.g., KPIs, metrics, development of Quarterly Business Reviews, business roadmaps, etc.).

Position Qualifications:

  • Bachelor's degree from accredited university OR High School Diploma/GED and 12 years of progressively responsible experience
  • 8 years of experience overseeing large technology portfolios
  • 8 years of experience leading large, complex/critical technology projects
  • 6 years of experience influencing strategy for large organizations
  • 6 years of experience managing others
  • 6 years of experience utilizing the tools, techniques, and acceptable business practices associated with managing a portfolio
  • 6 years of experience working in an Agile delivery model
  • 6 years of experience managing third-party service providers in the delivery of Application managed services
  • 6 years of experience coaching and mentoring project managers with the ability to contribute to the overall maturity and consistency of the project management practice
  • 6 years of experience serving as a SME on leadership, program and project management, stakeholder engagement, scope definition, risk identification/mitigation and financial processes
  • 6 years of experience in applicable business and/or technical domain with considerable multi-disciplinary project management experience
  • 6 years of experience using Jira
  • PMP certification preferred
  • PMI Agile Certified Practitioner preferred
  • Certified Financial Planner preferred
